Dec 18, 2019 · OK, I'm an idiot on this one. Yes, virtusertable.db was up to date, but I didn't restart sendmail after doing so. When I restarted sendmail, virtusertable addresses worked fine. Duh! Negative points for me, but thanks for playing!
